It's the steam community bit. Shift+Tab by default makes it 'overlay' a 'ui' on top of your 'game'.

In the "Community" tab of your steam settings, you should be able to turn it off.

If it makes you lag too horribly, disable it in your Steam settings. You just won't be able to recieve Steam IMs and notifications, change your name/profile, or add friends while in game.
