He created it so his country had a weapon that was cheap to mass produce and reliable in combat so his country could defend itself better.

One cannot blame the creator for the use of his invention. No matter what one's intentions are, the dark element among us will find a way to desecrate and abuse new technology.

Additionally, if one person doesn't invent a particular thing, another will. Progress marches on.
