Long story short, Frontier DSL is about the only service Im allowed to have at my apartment. But for the last year or so I have been having ridiculous Latency. As of tonight its over 250ms. Ive tried more than once to get an answer or have them do something about it but not much is working. They always say they are aware of the issue and working to fix it. Ive been a customer for over 3+ years with the same router the gave me when I signed up.
Im looking for someone who may have some experience with this kind of problem to guide me into getting them to check it out a little better. Because with my mouth Id cuss at them and probably not get anything accomplished because Im just tired of paying what I am and not being able to play my games.
 
Maybe try a VPN out, it makes a big difference sometimes. I can post a few of them in the thread later after I research.
 
I would goto Speakeasy.net and test my speeds to a number of different locations and then compare those speeds to the speeds I'm suppose to be getting with my package. In all likelihood though your ISP has probably oversold accounts in your area and do not have the infrastructure to support it. Do you notice your ping only being high during peak hours?(5pm - 12am) Either way I would report them to the Better Business Bureau and get as many others to do the same if they aren't providing what is advertised.

I had a similar problem. I live in a small lake community and we only have 1 internet provider. They had oversold accounts here and were throttling our speeds down from our original speeds to .56Mbps. It was almost impossible for us to do anything so I went to DSLReports and started asking in the official Windstream forums. Their representative(Aaron) gave me all the information I needed in writing to have the BBB attack them. I also had the newspaper write an article about it and called 7 On Your Side which is our local news on the TV. 24 hours after I submitted my complaint they stopped throttling us and 4 months after that they had upgraded all the lines from oc-3 to oc-12. The only unfortunate bullet fired in this whole ordeal was that Aaron lost his job for telling the truth.

I have frontier dsl (I live in the sticks, no cable only satellite which is even worse than dial up) and I do ok with them. But, I am also in a rural area one house every mile or more. Worse thing I experience with them is that I get these nasty lag spikes. Last about 20 min, and avg about 250ms too
to 600ms to our op Locker server. My normal avg ping to it is about 15ms to 40ms. My advice to you, watch your speeds thru speedtest.net. they only recognize that site. If you're having issues, run 10 speed tests and take the avg, if it's less than what you're supposed to be getting (within reason of course) call and complain. When I first got frontier last decemberish, I had problems daily. Horrible speeds. I'm supposed to get 5mbps down, and was lucky to be getting 300k at times. I'm now on their "code blue list " which is a specialty listing for a frequently troubled area. Their threshold for what they consider to be avg speed for the connection I pay for is 4.2 mbps down. Anything lower I have a truck dispatched almost instantly.

I'm getting ready to place a service call soon for my lag spikes issues. Another thing you could Maybe do is if you have 2 service lines into your house for phone, look into getting what they call bonded service. Basically turns your 5mbps into 13mbps connection. I'm currently looking into it right now.
 
Try running a tracert and see if there's any issues with the hops. We use pingplotter at work for this all the time. I'd run a ping back to their network and see if there's any lost packets.
