Steam in-game help?

My steam account works and lets me log on a chat, all the features it just won't open up in-game. when i try to open it up in game (mainly TF2) it will slow up like its about to open, then just stop. can anyone help me troubleshoot this problem?

hmmm how long are u giving it to open up? seconds or minutes? also do u run any other programs that would make steam die on u while u are playing Team Fortress 2?
