Trading any $20 Steam game for Cities Skylines

I recently finished saving up for a $20 Steam card, only to find that Cities Skylines was, in fact, $30, not $20. However, the game can be bought for less than $20 on G2A, but I have no funds on my G2A Wallet.

Game is going for $24 on G2A with the shield and tax.

There's a current offer from Britain for $17.47, with Shield, EDGE discount code, and no tax since I'm outside the EU, it comes to about $18.04.
