So I am seeing some really good deals on different software programs like becoming a certified developer from scratch (sounds rather iffy though) for only $10. Other stuff like c programming for beginners & php along with mysql step by step for the same price.

Deal or dud?

To be honest, it's probably not worth it -- You'll most likely be looking at around the $100 range for a preferred course, but there are so many other methods for learning to develop software, web applications, etc. that it doesn't make sense to spend the money. Some of the best methods for learning a language is to just start diving into a good book and a good project.

Having someone to help you on the way is probably a good idea too (There are a ton of IRC communities that are willing to help).
