how can i obtain someone's steam id for purpose of requesting bans?

Ingame go into Console, type 'Status' and look for their name
alternatively check for their name in hlxstats, http://ego.hlstatsx.com, find their name and it'll give you the SteamId
I found hlxstats particuarly useful for people who hit and run
