With this Crimefest, Payday added The Black Market Update, which is basically their Mannpower update with the worst aspects of the CS:GO system.

Personally, I don't mind a skins system. I do mind, however, when your cosmetics impact stats. Your game is now effectively P2W, and what's worse, the safes have to be unlocked by paying money. Sound familiar?
Crimefest is meant to be a free event, and this is the antithesis of it. Overkill has also said in the past that Payday 2 will not have microtransactions.
Community reaction has been as expected, with people flocking to Steam forums to complain, resulting in their posts being removed for damage control. The community on /r/paydaytheheist is boycotting the game until they hear word from Overkill regarding the changes.
From their website:
Vlad?s operation is smuggling brand-new, precision-engineered Safes from Washington state to Washington D.C. But these safes are tough to open. Only the best heisters, with the right tool, can crack them.
Each safe drops a slick weapon skin, and each skin may have special mods and a stat boost associated with it. Sometimes, very rarely, a safe may even contain a precious Legendary skin.
Aside from looking awesome, a skin offers more than cosmetics. Skins can improve the stats of the weapon, perhaps making it more stable or affecting concealment. Some skins come with associated mods, capable of further improving the stats. Finally, a rare Stat Boost modifier might come with the skin, giving you that extra edge.
