Yes, that was announced in the trailers. Quite a lot of work to do involving the crafting/building system, from what I've seen.

Wood is one of the most common resources. It probably took less than 15 minutes to gather it all using fast travels.

these were my 3rd attempt and did in between quest still not done just added a lil more yesterday and wanna try and max out all settlements with at least 1 fort for defence
and yes resourses are every where

I feel like the building doesn't really serve a purpose in fallout... yet.

I walled off Sanctuary completely in hopes it would stave off raiders... but then raiders never come.

I believe raiders do not come until you have a valuable resource. I remember the game saying raiders will come once I start building food resources.
