Photoshop Photo Editing Request!

So I have this picture of my girl and I, but its pretty blurry, but I like it because it was taken during our first 5k run together, (my first, not hers). Anyways I was wondering if anyone knew how to fix up a blurry photo, and maybe edit it into a nice picture, that I can get framed and give to her for Xmas!

Not sure if you can make a blurry picture look so good that you can frame it :s How big is the photo (height x width)

well it was taking with a cellphone. so not sure what the size is then? lol

Ok, I did the obvious and "right click, properties" and it is 960 x 1280
