Simply, they aren't inappropriate or disrespectful.
In detail, they don't disrupt gameplay. Servers that are used for competitive play (e.g. PUGs) typically have sprays disabled, and due to the chaos that comes with a 64-slot CS:S server, you're likely to die very quickly, anyway.

If you getting too distracted by the decoy spray, just disable spray.
