Constant Stuttering on eGO Servers

I've been having this problem for about a week now. Whenever I play on an eGO server, the game keeps stuttering every two to three seconds, making it virtually unplayable. I assumed it was my Internet acting up again, but I've yet to have this problem on any other server.

I've tried turning down the settings in TF2 down to low, but that didn't work. I've tried using Gamerail, but that only seemed to make it worse. I'm not sure what else to try now.

Any help would be highly appreciated, but please keep in mind that I am far from an expert in this area, so try to avoid a lot of technical terms to avoid my confusion and embarassment.

I've had a similar issue a few days ago, I couldn't figure out what was causing it until I tried changing my rates.

Try joining the server and typing "rate 10000" in console and if thats your culprit, you'll see an instant result.

Also try tinkering around with the "cl_updaterate" and "cl_cmdrate" commands as well.
