yea, that looks like GPU artifacting. Since you mentioned its a laptop, I'd bet the GPU is toast. They often die early on laptops, due to heat, or other stress unique to the laptop form factor.
Just to be sure though, have you tried reinstalling drivers/windows/everything yet? Sometimes drivers will cause problems, but in my experience, software issues usually don't result in artifacts.
Sometimes though its just due to temperature, and not any irreparable damage to the GPU. (unfortunately it looks pretty bad from the picture) If you can open the laptop up, check and see if there's lots of dust, if there is, clean it. If that doesn't work, try replacing the thermal compound between the GPU die and the GPU heatsink (it'd be a good time to redo the CPU thermal paste too since you will likely already be like 95% of the way there).
If none of that works, you can try cooking the motherboard in an oven in attempt to reflow the solder on the GPU. This sometimes works with mixed results. There are tons of guides online, and equally many different philosophies about the best way to do this. In my experience, this will most commonly either 1) fix it just fine 2) fix it, and it will seem fine, but then it will die again in a month. My luck is about 1:3 success:failure
If my some miracle you have a laptop that uses MXM GPU cards, then you can just replace the GPU, but these are rare and only really seen on ultra high end gaming laptops. if none of that works, you could try to replace the entire mainboard, but i'd imagine this won't be a practical option.

It's a ASUS ROG gaming laptop spent 1500 year and half ago xD... I did restinall windows due to windows 10 BSOD. Don't get them that often now thank god now i just get Application java 8 has been blocked from accessing your Graphics hardware or Display driver stoped worked and restarted lol.

Is there any warranty on the product still? Although it sounds like your drivers are running into issues, are they fully up to date?

Yea they are updated if i roll em back same problem:/ I think something broke inside the laptop?? If i shake it i can hear it open xD and i think i broke the warranty when i replaced my Screen lol

another way to test if it is the GPU is connect your laptop to a regular monitor or your TV and see if the artifacting occurs. Your laptop should have an hdmi port for an easy connection.
