Looks pretty decent I guess, I don't know much about the 950 (tbh I didn't even know that was a model), but as long as everything works together and you don't expect amazing performance from it on modern games you should be fine.
Overall it's fine, but I hate that you would get stuck with a 950 for a brand new rig. I wish there was enough budget room to get you to a 970 or the AMD equivalent, but alas, there's not. Maybe you can save for the next 2 years and upgrade the GPU after the build?

Yeah that's another option I'm considering. Perhaps waiting a little longer and saving money longer to get a 1070 and a skylake processor.

The R9 380 is a placeholder for the RX 480, which I'm pretty sure you can already pre-order. I personally prefer Nvidia, but the RX 480 definitely seems to be quite competitive and powerful. If you had a bit more to spend, I would probably recommend a 1070, but the RX 480 will do the job just fine.

Keep in mind of your future asperations for the rig. 500w PSU can be used up real quick. Id say try to up that to a 600 or 750w PSU. Id also consider looking into a 7200 rpm HD. SSD is great and all but if you are on a budget thats something that you can do later if you want. If you are set on an SSD then go for it but for $/GB its not worth it to me. That may wiggle enough $ out to afford a 390 or 480.
