Tech Help Odd files showing up?

In just about every folder I have, there is this file named desktop.ini

Are they supposed to be there or is it a problem I need to solve

It's a file generated by Windows.

Head into Control Panel, hit Folder Options, and choose not to display hidden files and folders. Also have it Hide Protected Operating System Files.
