Hey RVizzle,
When the server is full an admin will typically manually kick afk's from spec to make room for players who want to be playing. If you have someone who's afk in spawn for more than a round please reach out to an admin using team chat and the @ sign and let them know there's an afk player you'd like to move to spec.
When there's a full server and only one admin on it can sometimes be hard to tell if someone's afk or not.

Just wanted to let you guys in the upper echelon know something could use some tuning since it won't put players into spec.
I usually play in the morning hours between 6am and 8am,D2 is never full at that time of day. So I never really saw the point in pestering any of the admins about an AFK, as the ones in spec are kicked when the timer runs out, and they're not hogging spots for others that want to join.
The ones in spawn are a little bit more of a nuisance as there is no timer that kicks them to spec.
This causes more fussing among players in the server. When there's an AFK Terrorist, it's pretty sure he's getting the bomb. By the time we called in an admin to move them the round is over.
When the AFKs are hanging in CT spawn, it throws off the team balance a bit but not enough to be enough of a bother to message anyone.
I remember getting PM's on STEAM when TG had the MonsterServer saying, "this guy is saying this and that" and "I want the map changed" and so on and so forth, so I try and keep my admin call outs for the obvious aim-botters and wallers, including player name and steam ID and what they are doing currently while I demo them. You guys have a good server population and I like helping when I can.
I do have TS info and have been in to get my settings adjusted. For some reason my PC has a fit when I ALT/TAB while in CS:S, so I guess joining TS before I join the server is my best option.
