Tech Help Android SDK, Phone Hard Reset

Couple days ago while laying down in bed and watching a Youtube video my phone randomly shut down. Now it's stuck on boot. I'm able to get into Flash Boot, but going into recovery is the issue. It flashes the dead android 'No Command' prompt. Tried doing the key combinations, but no success. Tried contacting AT&T about this issue, but too long and frustrating story to explain that whole ordeal.

I've installed the tools necessary to access the ability to force a hard reset, but I've ran into another problem while going into command prompt saying error: no device/emulator found. The drivers itself were installed correctly however, no errors shown in Device Manager.

Is there anyone within this community that knows how to bypass these issues into trying and reset my phone?

When you press the power key and try to go to Wipe Data / Factory Reset it won't let you?

It flashes the dead Android guy and the buttons to open it out of the 'No Command' prompt that flashes along with it don't work either.

I had an issue recently where my phone bricked from an update that AT&T release.
The only way that I had AT&T respond is by going to their Device Support Center (Warranty Center).
I did hear that they are trying to close them all down though by March 3rd. Try to use google maps and see if you can call one nearby to check if they are still open.
Kinda stupid that they are doing that honestly. It was the only place I could get someone with the correct software for my specific phone to fix it.
