vid card/monitor concerns

hokay, so...

my monitor is a View Sonic VE710b (17" LCD) that's roughly 3 years old. My vid card is about the same age and is a radeon 9600 xt (yes... i know.. it's old. long story about the comp.) either way.

Recently when i've turned the monitor on my screen will take anywhere from 2-6 minutes to show the full brightness of the screen. Is this a monitor problem? vid card problem?

I'm building a new system so both items should be replaced within the next 3 months but for now, is it a symptom of a failing monitor or sommat?

That would be more than likely a problem with your monitor than your video card.
 
Definitely sounds like the monitor... It'd be a good idea to start saving up money for a new one, as when they go -- they go quickly (usually a loud 'click', and it's dead).
 
Just to make sure, take your monitor to another computer that you know the gfx card is working on and plug your monitor in. Narrow down what the problem area is before shelling out the cash.
