EU4 should actually run okay on that hardware. It's not a very demanding game.
As for whether or not they are good, that's up to the player. It's a very self-driven game. You "make" your own story based on whatever decisions you make in the game. Royal marriages, wars, government, Prussian space marines (eu4 joke), and whatever else.
I'd recommend watching youtube videos on the gameplay to really decide whether or not it's something you'd enjoy.
Also, the game also has a huge amount of DLC, but they are what I'd consider "modular". Your experience of the game won't be "bad" if you don't have them, you just won't have access to specific countries and some features. If you play multi-player however, only the host needs the DLC (unless they changed that). DLC can also be toggled on and off at the main menu, there's many mods on the workshop. Personally I liked Crusader Kings 2 more than EU4 but that's just me. Grand strategy games are very niche and aren't fun for everyone.
