gif size is under 150px and 61k, but still will not load

I am trying to update my profile avatar with a new animated gif.
The file size is under 61k. Max is 70k.
The overall size is 150px width, 114px High. Max is 150px by 150px.

But I keep getting a message the image is unable to be loaded.

Anyone knows what I am doing wrong, thanks...
