Yes and no; depends on what stage of the pizza life the cheese is applied.
 
There's Cheese pizza and there's extra cheese pizza. the latter one is a topping.
 
If Cheese in cheese pizza isn't a topping than is Pepperoni a topping on Pepperoni pizza

A "cheese" pizza is just a plain pie. When I order, the word "cheese" never enters the conversation eg. " Can I have a large pizza with Pepperoni, mushrooms, green peppers, and green olives, please." In the 70s, this was simply a "combination with olives" in every town I lived in here in Canada (and there were quite a few)...you could order it anywhere and they'd know what you meant. Times have sure changed, on that account at least.
 
Cheese isn't a topping, it's a requisite. It is one of the three required ingredients for it to qualify as a pizza.
 
I've had dessert pizzas made at college so I think cheese is a topping.
 
Definition of a pizza: "a dish of Italian origin consisting of a flat, round base of dough baked with a topping of tomato sauce and cheese, typically with added meat or vegetables."
It says topping of tomato sauce and cheese, so technically even the sauce is a topping. The only thing that isn't a topping is the dough on the bottom.

Extra cheese sure, if not then its just a pizza with no toppings in my eyes.
