Steam is downloading the Game again whilst I have it installed. Marvelous.

I?ve had it happen before. Sometimes it locates the files part way through and only does a partial install.

2nd thing. I saw that DoD:S is already taking 4GB in my HDD. I Uninstalled DoD:S from DOwnload and I clicked "Play" Again. Then there's was no Downloading and I was able to play the game again.
