First try to reinstall steam,

Second if you dont mind can you please cover up "Steam wont F***** Update" at the bottom

As cccp said, I would definitely try reinstalling Steam. Just go to www.steampowered.com and download the installer. When you run it, it will give you and option to repair. That "skins\" folder is where steams different color themes are stored so doing the repair should fix it. And yes, please remove the pic.
