Need suggestions for budget build.

Should I concern myself with the speed of the main drive if all my stuff will be on the external drive? Also there's the option of getting an even smaller one and making it an OS-only drive.

If you're going to have all your games and stuff on an external drive, then 5400 should be fine, but if you want more then an os, and faster boot times, go 7200, the cost diffrence shouldn't be too much.

Yup, if you're just going for os and a couple programs, it'll be just fine. And you can always get more drives.
