Counter-Strike: Global Offensive Bhop Server RTV

Can the wait for RTVing be removed from the bhop server? It gets annoying when I'm the only one there and I'm stuck on the same map for 20 minutes until it lets me rtv.

There's a specific forum where you can put server suggestions. Odd that it doesn't have like a 3-5 minute rtv delay
