[SUGGESTION] Enable vote extend for VIPs in SURF, MG and BHOP

Honestly, I think that would be a horrible idea. 1h is enough, if not even too much already. People would get sick of overplayed maps. I don't want to play the same maps for 2 hours.

Extending a map is only 15 minutes more. It’s good for surfers who have nearly finished the map, but need a few extra minutes.

I would like to note that this was a command we had pre-surf/bhop reset. I never got around to recoding the command on top of recoding the other 5k lines of code on the server.
