People can rejoin to respawn after dying on course maps

Please describe the issue in as much detail as possible.
On the multigames server, when one fails on course maps, they die and normally would have to wait till the end of the round to play again. However, people have been just rejoining the server to respawn. In addition to this, many course maps have killers at the spawn to try and prevent afks and new players from living in spawn, but because the server has mp_respawn_immunitytime 4.0, if you respawn via rejoining you have a few seconds to get out of spawn. When people constantly rejoin, this leads to a delayed round and the people that stay in the server rather than using this "exploit" end up having to wait a lot longer to play again. As such, it would be appreciated (at least by me) if either people rejoining didn't get immunity when they respawn (so map afk killers would insta kill them if they respawned too late), respawning by rejoining was disabled completely, or it was rejoining to respawn was simply made against the rules. However, if respawns, mp_respawn_on_death_ct and mp_respawn_on_death_t could just be set to 1 while the mg server is on a course map so that the people that dont want to rejoin can still play. Be it allowing respawns for all or blocking them completely, I feel either of those 2 options would be better than what is currently on the server. Had posted this into suggestions already once, but then it was moved into bugs and marked as not following the correct format ._.

Go onto a course map, die, then type "retry" into console.
Any extra info we may need to know
If it is already against the rules to do this, make sure everyone is aware of it as I have seen not only normal players use it, but =(eGO)= admins as well.
