Bhop Map Missing From Fast DL

Please describe the issue in as much detail as possible.
The Bhop server's Fast DL doesn't provide the 'Monster Jam' map. It only provides the .nav file. I've gone through the workshop and the map version the server uses is not listed. The server population went from around 20 to 2 when the map was chosen because no one could download it.
Please describe how to replicate the bug in as much detail as possible
RTV to 'bhop_monster_jam'.
Any extra info we may need to know
Since the map can't be obtained in the workshop anymore it should probably just be removed from the map listing along with any records and points obtained from it.
Edit: The connected users were (probably) the replay bots. Since no one could connect it couldn't be RTVed either. Voting for this map literally kills the server. I had to have a leadership member manually change the map.
