Please describe the issue in as much detail as possible.

In some minigames the molotovs aren't throwable because of a 15 second delay. In the minigame, the delay never ends because it gives you a new molotov every second. In order to fix the delay "mp_molotovusedelay" should be set to 0 and not 15.
