Do i need a high refresh rate monitor to take advantage of input lag.

Csgo is a gane where you need as many fps you can get. The reason is input lag. It can me thw diferance between which player gets 1 tapped in the head first. Of course you need a good gpu to achive this. Any dedicated gpu will do as long as its a gt 1030 minimum. This is at 1080p with the lowest settings. You could proabaly get away with a ryzen apu as long as you have the maximum supported ram frequency since apu's dont have their own vram like a dedicated gpu. Anyways i see people saying if you have a 60hz monitor, you dont need more than 60fps. Of course you should use a 1ms response time and hz means how may fps can your monitor support like how 30hz is 30 fps and 60hz is 60 fps and so on and that its noticable. At the very least you want fps equal to the server tickrate, otherwise you're going to see performance issues ingame. (It's very noticeable when strafing in bhop) I don't think monitor refresh rate effectively caps how the game feels fps wise, I notice a difference between 200fps and 500fps and I'm on a 60hz monitor. The source engine seems pretty weird when it comes to fps and things.

Not exactly sure what you mean when it comes to getting a 144hz monitor for low input lag though, I don't think you're really going to notice a difference between monitors made in the last several years when it comes to input lag. From what I've read online though you'll notice a big difference between 144hz and lower refresh rates when it comes to how smooth the gameplay looks.
 
Yeah I play CSGO on my Titan V graphics card Intel I-9 processor with about 8Gs of ram and a formulator that allows me to modify my cooler to my standards. Also with the neural spinal tap retina fluxuator I get an FPS of 600

almost all monitors these days have a 1 ms response time
