When it comes to that kind of stuff, it usually depends on what game. That's why games that are a bit busier tend to have more leadership to handle things like that.

1- A tally of forums accounts will end up including accounts created solely to contest a ban, and not actual active community members.

2- Another reason contributing to the eG numbers being lower than eGO numbers is there have been times when certain divisions saw fit to include the eG tag on the BoS list. Granted, these were only temporary measures, but still enough to somewhat suppress the totals.
