Not sure if this is supposed to happen, but when there is only 1 cop on, players are able to start robberies of Blain County Savings, and Rockford Jewelry Store
​

Please describe how to replicate the bug in as much detail as possible

Be the only cop on, start a robbery at a bank or jewelry store
