Resizing GIF files

I have a new GIF file that I copied and saved to my user. I need to re-size it, so I loaded it up to photobucket, but whenever I re-size it the whole GIF stops playing from that frame and jams on it.
Can it be done and is there any other software I could use to re-size it, or is it stuck on that size?

You can but you need to resize every single frame. Photoshop has been no help on this one form me, but the one that come with it its great. That was for cs2, not sure for new photoshop. Its tricky though.
