[CSGO] Disable Anti-Spam for Admins/VIPs

I know this might seem pointless to some, especially those who use their microphones a lot, and type less. But for those of us, who type a lot, this would be a very nice QoL update.

What I suggest is to disable the anti-spam filter for Admins and possibly VIPs, if leadership agrees.

Why? It's hard to point to a specific example, but it happens all the time. Here's a (probably) bad example:

You type something and then have to add something onto that, but because you type fast, you need to wait 2 seconds.

The most common reason for this, for me, is when I have to KOS someone as a detective. It quickly gets lost in chat, so being able to type it 2 times in quick succession would be very beneficial for me.

Or having to KOS multiple people fast, sometimes you type a name, then scan a body lying next to, but then you have to wait because of anti-spam.

I legit hate the anti-spam system. The delay should be like 0.5 sec and if someone is repeatedly spamming than an admin can just gag them.
