Hours/ranks to join server

Is there a way we can block players without a minimum number of hours player or something to keep people from ban evading and to help prevent the people who join the server and just mass rdm or create whatever kind of other chaos?

I honestly dont understand the point of completely not allowing new players to play. I could understand something like you have to be level 3 to play on the server.
