Please describe the issue in as much detail as possible.

Okay, so for the past while (about a few months, been playing on the server for about 2 years, almost since hour 100), the Turbine server has been stuttering. I used to play on it every day, until about June 2018, where it started stuttering, jumping slightly instead of being smooth. I can tell it's the server's problem as I tested with about 2 friends a month or so ago.

What should be happening instead?

The game should be running perfectly smoothly on the server's side.

Please describe how to replicate the bug in as much detail as possible

Open up any client, and just connect to the 24/7 Turbine server.
