I agree with this. It shouldn't be DS in my opinion.

I think this is a pretty fair request to have available for everyone. I also think it's just a pleasant quality of life thing to have overall.
I use f.lux, which is a program that affects the display brightness and such.
It's really nice, but ultimately, if I were to say that's a replacement for dark settings, I'd be lying to myself.
Despite my lack of knowledge on the technical side of things, I can't really imagine some major technical hurdle to implementation.

A decent web developer could do this fairly easily, probably. Would take a few weeks to perfect everything but, not unreasonable I think for the right person. I too agree it should be available for everyone - most big sites are offering a "dark" mode now (YouTube, etc. Hell even Facebook Messenger has a dark mode).

Not sure about vbulletin but it would require changing CSS values and JS for switching between light and dark mode
