Add Instruction to Join Page

For clarity purposes we should have an additional instruction at the top of the Join page saying to make sure to register for both Forum & Maul as well as the "Application to Join" to complete the recruiting application process.

Couple of cases where I have to say "Did you do all 3?" to a potential recruit having issues applying. Wouldn't hurt having a message specifically stating this near the top.
