Add Duel Hotbar to approved client mods for minecraft!

Its only a mod that lets you have a second hot bar and doesnt really add an advantage to the game just makes it more convenient in my opinion!

We discussed this topic a while ago and could not think of a way Dual Hotbars would provide an unreasonable advantage over other players. It has been added to the Approved Client Mods list.
