Quick and simple,

Make the Jackhammer cost over $50,000 in marked bills, Make it an illegal item, make it so they have to be bought from a black market item shop.

Biggest reason is robbery's are out of control, I understand everyone who is playing civ loves doing robbery's and does not want the priority cool down, i get that, so make the item that you need to rob those banks that could give you anywhere from 20k to 3.5MILLION For a 200$ item, cost more, and be on the black market because that just make sense.

Starting a robbery like that should cost more. $50k is honestly nothing too, but $200 is just ridiculous.

Make it so you can only hold one in inventory, and it has a chance to just fail, so you're encouraged to have more dudes actually inside the bank with jack hammers or you run the risk of never completing the robbery. Get rid of this 1 guy inside 10 guys outside epidemic.
