Please describe the issue in as much detail as possible.

Demo recordings were a great way to record and playback long hours of playtime with it taking very little space. This is more of a problem but after Valve banned it to only be able to start recording in warmup period, its pretty much impossible to do that considering warmup is short and some admins / players have slower computers and can't load up in time and or join midmap. When trying to start a demo it doesn't work

What should be happening instead?

It used to allow recording demos at any time in the map and were helpful

I'd have to investigate, but I would hope that valve made this a ConVar, if they did; you are in luck. If not, if there is a way it'll have to be a crafty one.

edit:
After scrolling through every single convar, I couldn't find a convar that refers to this. It seems valve and their infinite wisdom decided that there would be no reason why not to do this, or give server owners the ability to disable this... Tech 0, Valve 1. Maybe a workaround is possible but I don't have any idea what that would look like or how that might work.

Unfortunately, this has been disabled by Valve and it is not something we can reverse.
