vip does not have power for votekicking votebanning

What should be happening instead?

vip should have votekick voteban permission

!votekick,!voteban with vip

it hapend before when jb got updated.

This issue has a fix that is going to require for the servers that don't have it to have a restart. Other than that I did put it in so that Dedicated Supporters have access to their commands!

I will close the thread when this is live/ fixed.
