Autobalance Not Functioning

As of currently, the autobalance feature was either removed, turned off, or is simply not working on the Hightower server for TF2. When the teams are imbalanced, the teams stay that way until someone wants to change teams. I don't know if a recent update to the server broke it, or turned it off, but it seems quite annoying when there's only 5 against 9 or something.
