Admin ALL chat colors

This is mainly a ttt thing, but whenever you use ALL chat it is green, but in TTT so is everything else, tips, iding bodies, etc. It blends really well with the other chat, and I get a lot of complaints that they didn't see the warning, and some say the almost missed it because of the coloring. I propose a new color for all chat, like the regular admin RED chat or a dark PURPLE that will stand out with the green.

I think I'm having a moment of deja vu as something like this was [suggested] over a year ago for our Dust 2 server.

Well, that suggestion surfaced because of something that happened inadvertently causing our AC system to be white rather than the traditional red. Apples and Oranges I guess.
