GTA V RP Server - Solution to the unpaid fines situation

Currently we have an issue where civilians receive fines and instead of paying them, they simply don't and continue to have free access to all legal goods. In turn, we just keep arresting these people over and over and over for unpaid fines, racking up the bills and they just come back out and continue to commit crimes.

The suggestion that I have is very basic and may open up ideas to other solutions. The impound is technically run by the PD. So would it be possible for us to require that an individual NOT have any unpaid fines on their invoices before they can pull vehicles out of the impound?

I feel like this would deter repetitive race chases using fast cars that they just keep pulling back out of impound for an easy $500.

There is a slight problem with this, every restart (which happens basically every night due to updates and such) automatically places vehicles (both cop and civ) back into the garage.

Another thing I can do is raise the price at which people can get their vehicle for. So instead of $500, we can make it to say $1,200.

Another issue with that, is that unpaid fines include other businesses, not just citations. I wouldn’t raise the price of the impound as sometimes, due to client side difficulties, and non illegal involved reasons, your car can find itself in the impound. What if we had it to where once you reached a specific amount of unpaid fines, you aren’t able to buy let’s say weapons? If that’s too complicated, maybe after a numbered amount of days, the “gouvernent” sends you an invoice that pays all the fines, if you didn’t have enough money, you find yourself at a negative balance? Just my thoughts.

With the current body-repair kit prices, this is an inane compromise.

I have seen the negative balance system in place in other servers, it does seem to work. Some people might see it as OP, but to be fair, the police are the government and the government SHOULD in some way be a tad OP. But I think if we can implement a form of the forced fines system, it would help, because as it stands, ZERO fines get paid unless someone is willing to RP enough to pay those fines.
 
The government could impound cars for unpaid fines if they rack up to a pretty penny. Remove the fines, remove the cars as payment. That would work.

Are you suggesting they permanently impound vehicles based on their value to pay off fines on scene?
 
However, it is something to discuss with Legend as well what kind of solution you guys want to do. This was just a suggestion.

I disagree with this not everyone is getting fines but their vehicles might still get impounded and no one got 1200 to spend
 
I'm fine with the idea of permanently impounding a vehicle to pay of a debt if it could be scripted in for officers to have that ability. Now if this is possible, I would make sure there exists a limitation that fines must be X amount before vehicle can be impounded.

However, doing so doesn't really make much sense when you think about it. Currently the fines don't make a whole lot of sense at all either.

Right now, fines go to officer funds, not to the PD. So when you fine an individual and they pay that fine, they are paying you, the officer. By impounding their vehicle permanently and in turn removing their fines, the officer no longer receives payment and the vehicle is removed from existence.

Now this would make more sense if the officer was given said car into their possession, but honestly, officer's receiving fines in the first place seems odd to me.

Realistically, the fines should be paid to PD and there should be a log of that accessible to all officers. In turn, if we use the vehicle perma-impound solution, that vehicle should be handed over to the possession of the PD and potentially used as an undercover vehicle within the PD.

This wouldnt be a feature for the public due to possible abuse with it. LE+ probably.
 
Fines are expensive and civs that aren't in whitelisted jobs or regularly go to events can't afford to pay them. Civs care more about money than ever before so until that changes people aren't gonna want to pay 5k in fines just because they got arrested.

But at the same time, currently, they have no reason to pay them. Not paying them has no negative effect other than a quick trip to the jail.
 
I liked how things worked regarding the jailing/fining system much better before the reset (no fines, “higher” jail sentences). I don’t see why fines are even being issued as much as they are, it’s pretty unnecessary.

When you have fines you get

More jailtime
Jailtime purely because of fines
Jailtime any time you interact with a cop
and you lose a **** ton of money if you decide to pay them

edit: me and my friend do quite a lot of criminal stuff, mostly drugs and occationally some robberies or whatnot.

Anyway, once you get a fine you're ****ed at every interaction with a cop, you get pulled over? straight to jail, you were killed either by a criminal or died by dehydration/starvation? straight to jail.

At this point interacting with cops is impossible when you have a fine, and its much worse when you get 30-40k worth of fines from one situation.
Also why is murder of cop 30k? thats like 3 hours of work straight per cop you kill, and the cop just respawns anyway
(Source is that my friend got one, altough he never killed a cop)

and recently we've been told that the car couldbe perm impounded, which doesnt excactly make us want to stop either. So our choices are either spend 3-4h working just to pay off some forged fines, or dont and if we get caught we lose a supercar, gg.

Jailtime purely because of fines, yes, you get sent to jail for not paying fines, for like a minute, then your back in service
Jailtime any time you interact with a cop, false, you only get jailed if your ID is provided which would only happen if you enacted a crime or were involved with a situation where an officer would need to see your ID and in turn be able to see your unpaid fines
and you lose a **** ton of money if you decide to pay them.....well yeah....they are fines...your supposed to lose money and pay them...that's your punishment....and the whole point here is people aren't paying them, so this really isn't an issue is it? It's almost like if you break the law, you should have consequences when you are caught.

i literally got arrested when asking for ****ing water after i died from dehydration, Bravis, and im pretty sure you were there.
