GTA V RP Server - Solution to the unpaid fines situation

Currently we have an issue where civilians receive fines and instead of paying them, they simply don't and continue to have free access to all legal goods. In turn, we just keep arresting these people over and over and over for unpaid fines, racking up the bills and they just come back out and continue to commit crimes.

The suggestion that I have is very basic and may open up ideas to other solutions. The impound is technically run by the PD. So would it be possible for us to require that an individual NOT have any unpaid fines on their invoices before they can pull vehicles out of the impound?

I feel like this would deter repetitive race chases using fast cars that they just keep pulling back out of impound for an easy $500.

Fines are necessary from a roleplay perspective, we can't simply jail players for x amount of time as the sole punishment because:

A. The time will never be more than an hour-Therefore no real punishment
B. Players will simply log out and play another character, no real punishment

Fines provide real consequences for the player as well as a way for officers to legitimately roleplay calling you out on all of the illegal actions you took. Part of being a cop is the paperwork and right now this paperwork system is a little broken because we are already being reeled back on how many fines we can provide when instead we should be fining for every crime committed and if the fines amount to something too large, we should adjust the fines accordingly to allow for these fines. i literally got arrested when asking for ****ing water after i died from dehydration, Bravis, and im pretty sure you were there.



I vaguely remember this situation, and you were not arrested because you were thirsty, it was for something else, may have been an BOLO, can't quite recall. But you weren't simply arrested because you were dehydrated. If you feel you were improperly arrested, we have a complaint system in the forums for exactly that. Report it.

All i know is that if im getting a forged fine, then theres no way in hell im paying it back, if that results in me having to run from cops any time i get pulled over then too bad, if that results in my car being taken when i eventually do get caught then i guess ill just have to not get caught.

If you check my link, I have suggested changing our fining system to a 100% fining process with lesser fines for each crime to encourage more roleplay from officers and less excessive fines for the criminals ultimately so things aren't overwhelming.

Go take a look at it and give your input on the idea if you want this to change.
 
The main problem with citations is that there currently exists no way to force their payment. IRL, if you don't pay your citations or contest them in court, then the court can issue a warrant for your arrest, suspend your license, or garnish your wages. There are 2 options here: force the payment once they go to jail, or allow them a way to actually contest their violation and plea financial hardship or attend traffic school as an alternative to payment.
