Please describe the issue in as much detail as possible.
I had medkits when I arrived to the scene, but I was unable to revive a cop. There was a dead npc nearly on him as well, not sure if that was the cause. After dragging him outside, I still wasn't able to revive him. I was able to fix this later by dropping all my medkits and getting new kits.
What should be happening instead?
Reviving downed characters with EMS

Not sure how to recreate this since it hasn't happened before. I'm thinking it was a glitch. Killed a RP session though, so that sucked.
