This one's simple. If you get bullet damage aka shot, then you will begin to bleed out until you either use a bandage or die(Get downed).
I think this will add an interesting effect to shootouts/pursuits where a guy can take a couple of bullets and just keep on trucking down the street or run full force as their health goes back up.
It would require the addition of bandages and a bleed out system.
