Redo the badge artwork to follow the same sizing rules

This was originally going to be about how the year badges were displayed higher than others, but then I took some measurements and realized how inconsistant it is.

Here's my awards measured

Most of them follow the same 50x18px size, however some deviate. Titan of CS (and I think jail admin training) is smaller than the rest, at 48x17px. DS awards are also slightly smaller at 49x18px. Year awards are 50x18, however they're placed about a pixel above the rest. This is a small sample size, but i know that there are more inconsistancies.

In fairness this is a really tiny issue, but it's one that I noticed the day I started paying attention to the forums and it's annoyed me ever since
