Poll Visibility on Logged Out Accounts

Please describe the issue in as much detail as possible.

Accounts currently signed out have the ability to view private polls that accounts signed in cannot normally see.

When signed out, I could see the results of an in-progress poll. When signed in, I could not (until I voted, of course).

What should be happening instead?

Accounts signed out should be incapable of seeing in-progress poll results.

Please describe how to replicate the bug in as much detail as possible

Log out, check the TF2 poll for readding third person. This is where it occured for me.
